The Steinberg Institute’s 2025 sponsored bills are aligned with Vision 2030, an initiative focused on reducing the cycle of hospitalization, homelessness and incarceration for those living with behavioral health conditions. The two bills focus on expanding access to life-saving intensive treatment for our most vulnerable Californians.

Assembly Bill 348 expands access to lifesaving mental health services for Californians with a serious mental illness and experiencing homelessness, hospitalization, and/or involvement with the criminal justice system. This bill establishes presumptive eligibility for Full-Service Partnership (FSP) programs — removing barriers that have long prevented the state’s most vulnerable individuals from receiving critical care.

FSPs provide “whatever it takes” behavioral health services designed to stabilize people and improve their quality of life. These programs offer critical behavioral health treatment alongside housing support, employment assistance, and 24/7 crisis intervention that can reduce emergency room and criminal justice involvement.

Public Safety Transparency Act

SB 319 ensures transparency and accountability in the implementation of Proposition 36, which reclassified certain misdemeanors as felonies and mandated behavioral health treatment programs but neglected to provide proper funding or oversight. The bill creates a statewide evaluation framework to track costs, participation, outcomes, and funding sources—ensuring California can effectively allocate resources and improve behavioral health outcomes in the criminal justice system. Sponsored by the Steinberg Institute and Californians for Safety and Justice.
