Coalition Letter: Request for Signature of Assemby Bill 348 (Krell)

On September 12, 2025, the Steinberg Institute, in partnership with eight other organizations, sent a coalition letter urging Governor Gavin Newsom to sign Assembly Bill 348 (Krell):

Assembly Bill 348, authored by Assemblymember Maggy Krell, sets a statewide standard for Full Service Partnerships (FSPs), California’s most intensive “whatever it takes” mental health programs, ensuring the sickest, most vulnerable people living on our streets and floating in and out of our jails and hospitals get immediate care. California will not solve our homelessness crisis until our sickest, most vulnerable people are the first to receive care. By signing Assembly Bill 348, Governor Newsom can turn that principle into practice and leave a legacy of compassion and true accountability.

Sponsored by the Steinberg Institute, the California Big City Mayors Coalition, and the California Behavioral Health Association, the bill passed by an overwhelming margin in the Legislature.
